State is more responsible for the environmental protection and conservation as it can exercise immediate power granted by the center, Federal is more into strategic planning while state implements the standards and has right to impose laws depending on the requirements of the state.
A state can create laws that are stricter than federal law, as long as there is no conflict, or the Constitution specifically reserves the right to the Federal government.
