i have the same problem... it depends on if its trying to turn over or not... start from the begining on how a motor works... is it turning over? if so... then why isn't it fireing? check plugs and all electrical connections... if you do got spark then why isn't it starting? are you gettin gas? check all fuel related parts... if its getting gas and spark then you might wanna get deeper... check all fueses and sensors... make sure everythings working correctly... and if not then... well i guess your S.O.L.....
anyway my problem is that the bottom half of the motor turns over but the cams in the head don't move... the timing belt is still connected to the bottom half so what the hell? i hope i didnt lock the head up... or can you even do that? idk but if anyone can help me lemme know...

Could be an electrical connection came loose. It could have loosened from the vibrations of normal driving over time, then when the gentle bump was received, it completely disconnected. Could also be that the bump might have triggered the emergency fuel shut-off switch (aka inertia switch) if your vehicle is equipped with one. You might check your owner's manual to see if your vehicle is equipped with one and where it is located.
Toyota vehicles are NOT equipped with this device.

Yes, a 1999 Toyota Camry does have an emergency fuel shut off switch. The switch is actually built in the car and will shut off itself during an accident.

I had the same problem with my 1967 impala. It was the ignition. There where melted wires. so it would not shut off. That would be the cheapest and first place I would look at. it would start but not shut off.
the car alarm will allow the car to start and run briefly then "shut down".
