There are no blue blood cells. Blood cells are either red cells or white cells. Red cells are a very pale red when seen individually, but make blood look red when there are millions of them together. White blood cells are actually colourless. They are stained with various stains to make then visible under the microscope. Blue blood cells are cells that are not oxygenated. In other words, blood that runs through your body that have not reached oxygen take the color of blue.

No only red, white, and plateles.
They are called red blood cells for a reason. They are generally red. If the amount of oxygen in the blood drops below a certain point, it can look blue.

Homoglobin, the oxygen-carrying protein, occupies 1/3 of the red blood cell. When homoglobin and oxygen combine, the cell is bright red. However, when it loses a certain amount of oxygen, it turns blue. Therefore, yes it can.

Anything is possible, but as long as you're living on a planet filled with oxygen, the possibility of having blue blood is very slim. The moment your blood touches oxygen, it turns red. However, if you weren't referring to the literal term of blue blood, then yes, it is quite possible to have blue blood-- which means being of royal descent.
