This could be a number of different things. If the blower fan is continuously running
you may have a faulty fan speed switch. If you mean that you always get hot air out of you vents , but can adjust the fan speed, then you might a faulty blend door system. This would consist of the lever used to adjust the temp of the vent air, vacuum tubing to connect components, the piston used to move the blend door and the blend door within the vent system.
