There are a couple of reasons. First, the pump that supplies the hydraulic assist to the steering mechanism could fail. Or, the belt that runs the pump,if separate from other accessory drive belts, could fail. Or you could have a fluid leak, which in turn could cause Reason #1. Have a mechanic check the car out.
