If you only did the front brakes, the problem may be in the rear brakes.
Either warped rotors or drums can cause pulsating. Apply the parking brake slowly while going about 15mph and see if t pulsates. If it does, it is the drums that need turning. If not, it is the rotors that need turning.
The rotors in disc brakes and the drums are what the pads and shoes rub against to stop a car. With use, the surface can get grooves in it or a build up of rust scale; reducing the braking efficiency. To machine the rotors and drums, they are put on a lathe that cuts a new smooth surface on the face of each. Depending on wear, any given rotor or drum can probably be turned 2 or 3 times before needing to be replaced.
new rotors can have high spots have them turned also if lug nuts are over tight it can do the same thing i always use a torx stick when installing wheels back on the car or truck

Tap on your 1998 Mazda brake rotors with a hammer or mallet until they become loose. The brake rotors will simply slide off.
I don't know the details but you may have a bent axle.
Were the rotors resurfaced or replaced, or just the pads? Warped rotors are the most common cause of vibration when braking

You can tell if a Lincoln needs a new rotors by the braking fashion of the car. When applying the foot to the brakes, if the pedal tends to vibrate, the rotors could be deteriorating.
I would suspect the lug nuts were not torqued to the correct specs and that has warped the rotors. Over-tightening the lug nuts will warp the rotors. Can also be worn suspension parts.
For the brakes, check for warped rotors. For the turning, check for worn CV joints.
