It may be to do with their time as a Puppy, when things make an impression on them. For instance, my Dog was bought froma farm, where the farmer wasn't very kind to the pups. Now, my dog is 7 years old, but still wary of old men, with beards, due to the farmer.

Yes, extremely loud and sudden noises can cause a fear reaction in babies and children just as it would in adults. Example: Loud thunder can cause babies to jolt in their cribs and possibly make them cry and children become extremely fearful from the sound and may want to sleep with their parents or an older sibling. Normal every day loud sounds babies and children are use too will not bother them.
