He may have never been flirting. Some people have this personality to where it seems as if they are flirting, but really they aren't. Or maybe you have a different definition of flirting as him.
He may have rejected you for many reasons. A few could be he currently has a girlfriend, or he may not be ready for a new one if he just gotten out of a relationship.
