Why would a person tell you they wanted to be involved with you and then two weeks later stop calling you?

This can happen more than you think when dating. It depends on the person. Many people never have the guts or, they simply don't care enough to face the person they are dating and tell them they don't want to date any longer so they stop calling or seeing that person. It's unfortunate, but it happens. It is possible this person is busy, but two weeks is a long time not to at least call you to let you know what has been happening with them. I wouldn't sit around waiting and start dating again. If this person comes back then make them work hard to get you back!
