In English, the tray is moving, the orange is moving (both at the same speed and direction). When you stop the tray, you didn't stop the orange -- it rolls.
well if the throttle isn't getting gas to the engine it would suddenly stop because of no fuel. On the other hand if the faulty throttle is like some of the Toyotas lately and gets stuck to the floor, your car would suddenly work way too well! :o
