Hazard light??? Do you mean charging system light? If so it is on because the alternator is not functioning properly.
Well, your first problem is that the Ford Focus wasn't made until 2000. Maybe you have a different car altogether.

there is an idle control on these cars, could also be a problem with your intake, and idle. that's what was wrong with my 2000 focus. i lowered the idle, and changed the air filter.
