Because in the summer of '41, the US froze Japanese assets, effectively cutting off their ability to purchase American oil, which was powering the Japanese military. The Japanese also saw FDR's meeting with Winston Churchill, PM of Great Britain as a threat, as they were extremely paranoid of western domination in the Asian countries. The Japanese govt. tried to negotiations with the US, but the US insisted that Japan withdraw from China - something that Japan wouldn't consider. By October, the two nations were at a stalemate, and Japanese oil stockpiles were beginning to be impacted... and so they launched an attack on the US.

There are books written that state that the US knew about it. There are also books that say Elvis is alive. The US suspected there would be an attack. They did not think Japan had the resources to mount such a large attack at such a distance from the home islands. Communications had been intercepted that SHOULD have given the US warning, but they were not decoded and translated until after the attack. Military and Naval Intelligence believed the blow would fall on the Philippines.

there wasnt really a conflict that caused Japan to attack the US. the US was not at war with Japan until after Pearl Harbor, in which the Japanese were the aggressors.
