Perhaps they are on a timer or photocell.
I would advise against. You can splice them in, but if there is fog you will want them on by themselves & will lose that capability.

The running lights have a bad ground.

Most problems I have had with lights end up being the switch on the sreering columb. I have replaced 4 of them for all different reasons.

the dash and radio lights are supposed to dim when the headlights come on. Make sure you have the brightness of the dash lights turned up as much as possible.
Flasher relay is bad if the lights come on but do not flash. If they lights do not come on at all then the bulbs may be blown or the fuse if blown.
