You may have a bad power brake vacuum operated booster.
Perhaps a vacuum leak, Check all hoses
Most likely it is either the brake light switch, under the dashboard, connected to the brake pedal or the turn signal switch inside the steering column.
In this order only. Turn engine off. Depress parking brake. Turn engine on. Lights will turn off. To turn lights back on relase parking brake.

With the engine off, press hard on the brake pedal. Turn the engine on and the pedal should depress slightly but no more than an inch or two. If your brakes either drag or stick on, or sometimes the pedal goes real hard under foot it means your servo is shot!
I have the same problem- press on the brake, no brake lights. Press on the brake and pull back on turn signal/high beams lever, brake lights turn on! Jiggle the lever, brake lights turn on, but left turn signal does not work. I have replaced the switch that is down near the brake pedal and that is not the problem. I think you may need to replace the whole turn signal/high beams/cruise control switch....or at least that's what I'm going to try.
Newer cars have a Power Brake Booster (or Power Disc Brake system). This system adds hydraulic pressure to the brake system, so when you push the brake pedal, it increases the pressure on the brake pads with hydraulic power. When the car is off, you loose the additional power provided by this hydraulic system. The brakes still work, you just need to push harder. Typically after the engine cuts off, the first time you press the brake it is somewhat normal (hydraulic pressure still in the system) but after that, the pedal becomes harder to press. It is the same concept with Power Steering - you have hydraulic assistance with the engine on, but none with it off (turn the key on without the engine on and turn the wheel - it is possible, just hard).

It could be a fuse. If the brake lights do not turn on when you press the brake pedal check your fuses under your dash.
My mechanic had to change a switch inside the steering column. Brake lights worked when turn signal was on. Have a mechanic check that.
Check for a loose fuse, check your wiring, check the connections, sounds like something is loose. Also make note as to when it turn off, are pressing the brake? using the turn signal? I had a firebird that every time I press the brake the signal lights would turn on and the radio would turned off, that turned out to be I used the wrong bulb in my brake lights
