If you have dependents, such as a family (son/daugher), that could discourage someone from fighting. Death/injury is a major factor. I haven't met a person who "wants" to get shot or stabbed.

The reason of the war could also be a factor. If the fighting is only for land or resourses, a person may not want to fight.
