There may be many reasons that a person may be touching another person while looking at you. There may or may not be ulterior motives. You could always ask if it is a friend of yours.
You can tell that she likes you when you guys lock eyes and she smiles without looking away for a while. if she tells you she'll be there for you. If she gives you hugs that feel more friendly than most. If she texts you back smiley faces constantly. Laughs at all your jokes. Tries to find you across the room everywhere she goes. Is touchy feely with you, and or talks constantly to her friends about you.
firstly, if you are sitting down, their knees will point toward you or they will face you. They may also look mostly at your eyes and mouth. They will also be really touchy feely with you e.g expressive with their hands whilst speaking. Sometimes, if a person likes you, they will talk to someone completely different like someone sitting next to you or something, but will only do this whilst your around. im not quite sure why but its something to do with them wanting to notice you. Usually your gut instincts tell you when someone likes you.

In my opinion he was probably just walking past and had to get by you. Some people are more touchy-feely than others,and touching random strangers in passing is no big deal. When I go out somewhere crowded or even only slightly, I will touch people's backs and shoulders as I navigate through. I just don't mind touching people. :)
