Probably a faulty "clock spring" under the steering wheel. Contact a qualified mechanic for replacement.
The horn switch is part of the airbag cover.

It is important to understand why the warning lights come on. The airbag light will come on in any car if there is an issue with any airbag in the car, an issue with the wiring to or from the air bags, an issue with the horn, or the wiring of the horn.
The horn relay may be faulty. Try replacing that.
On a 1996 Dodge Caravan, the horn relay will be in one of two spots. It may be in the fuse panel located under the dash, or in the fuse block located under the hood.
Under the steering column is a fuse center, the horn fuse is usually found here.
The fuse for the horn and the OBD2 diagnostic computer is the same n recent FORD and Mercury models. The computer controls the check engine light. So replacing horn fuse is also isturbing the OBD2 computer
IT WOULD BE SIMPLE TO COONNECT YOUR HORN TO THE STOP LIGHT CIRCUIT IF ARE PREPARED TO PAY FINES AND HAVE YOUR DECLARED UNROADWORTHY
You need to have someone with a scan tool check the airbag system for trouble codes. The airbag system is not a place for do it your selfers.
