because its not working proper.
You could open the hood and see if the a/c compressor clutch is engaging... or you could tell, because the air is cold... or you could tell if the windshield demists quickly. It's reputed to be a luxury vehicle and the climate control does exactly that.
Range Rover Classic EFI will foul spark plugs if you start and stop the engine when cold. All models with 3.5, 3.9, 4.2, 4.0, 4.6 will wear out camshafts and/or blow headgaskets from 150,000km to 200,000km.

Blown fuse (compressor clutch) refrigerant leak
The compressor is so hot b/c there are fans inside that push the hot air out of the refrigerator. No cold air is blowing out b/c the cold air is going into the fridge.
Is the compressor running ?
Rejects the heat from the compressor and cold coil (evaporator).
absolutely because if the compressor is not engaged then it can not produce cold air.
If the AC compressor is engaging it could be the heater control valve is stuck open. If the AC compressor is NOT engaging you probably have a problem with the controls, a sensor or the compressor.
