Why would the daytime running lights on your 97 Jetta the daylight stop working if the low and high beams work?

On a 1998, you can kill the running lights by pulling the the 15 daylight running light fuse in the engine comparement fuse box. Manual says to disconnect the battery before openning this comparment.

They are daytime running lights. They are always on so people can always see you. Its a safety thing. Newer trucks have specific daytime running lights.
