Clogged fuel filter, or bent fuel line. BTW, just because the fuel pump is running does not mean it is actually pumping fuel. It may be doing nothing but running in which case you need to replace it. A fuel pressure test will verify this.

If you are getting no fuel, either the pump is weak and not pumping correctly or the fuel filer is clogged. Are you positive the pump is working? You should hear it run for a few seconds when you turn on the key and do not start the engine. Even if you hear it running it may be weak and need replacing. Change the fuel filter and see what you have then.
Try checking the fuel pressure regulator that's what gives the engine gas and how much its hooked to a vacuum line.

Maybe the fuel filter is clogged or the fuel line is vapor locked. Are you sure the new pump is working?
Yes it has a carburetor. An engine with fuel injection would be a fuel injected engine.
