lightbulb in shifter is blown. remove shifter cover to replace bulb
It could be a bad brake light switch. You have to step on the brake to shift it out of park.
Came up to a stop light and when the light changed the car would not move.
Based on your description of the problem, I would say that there are two possibilities: a: the ignition switch is defective or b: there is a loose or broken wire involved. Regards BAW
Overdrive on is the normally allowed position , if the overdrive switch is pushed that is located on the end of the gearshift lever the word OFF is supposed to light up
the back up light switch is located in the gear shifter console
It shouldn't prevent it from starting however it will cause an error light on the instrument panel to light up indicating an error with the automated system.
Anytime you don't want the transmission to shift into overdrive * if you are towing something , or if you are driving in hilly country where the transmission is constantly shifting between drive and overdrive , you can use the button on the end of the gearshift lever on your 1998 Ford Expedition to shut off the overdrive ( the word OFF will light up on the end of your gearshift lever )

your shift interlock is broken. Use a paperclip or screw driver to by pass it. Its that circle by the side of the gearshift. pry it up and press it down with either the screwdriver or paper clip
There may be a switch that is activated by the gearshift position - check under or at side of gearshift or where it connects to the transmission
