Condensation? Water coming in is cold this time of year and the house is warm and may have enough moisture in it to collect on the colder pipe.
you would see it by the meter unless your house has a shutoff in the interior, then it could be there.

It will be close to the inside wall where the water supply passes into the house from the line going towards the water meret.
Locate your main water line inside house and shut the water off. Cut pipe and place a tee solder into place. Run your line to exterior of house placing a shut off inside.. Test for leaks..
There may not be one. You may have to shut the water off where it comes into the house or at the water heater. If there is one under the sink, it should be fairly obvious. Follow the supply line from the faucet.
