Check the Power Control box under the hood. It is vulnerable to corrosion from water entering the engine compartment and corroding the connections. Look for green corrosion. If it is there you will need to replace it.
Then check the trailer light socket for corrosion also. It can cause feedback to the front control module.

Check fuse for parking/tail dash lights Could be an open in dimmer rheostat
It means that your fog lights are on - which should only happen when your headlights or at least parking lights are on.

Possible malfunction with the alarm. Thats if the car has an alarm (mine doesnt) Could be a possible defect with the light switch itself which also opperates the parking lights.

i had the same problem and i replaced the sensor/switch on the brake pedal itself and got mine to work.

Brake lights could stay on in a 1999 Dodge Stratus because of a short in the wiring. If the headlamps are off and the brake lights are still on, check the wiring for the brake lights that is inside the trunk. Sometimes cargo in the trunk can interfere with the lights.
Dodge Rams are not equipped with Daytime running lights.. Although what you can do is turn on the parking lights and select just your fog lights (if equipped) otherwise to have running lights you will need to turn on your headlights. It's not a huge advantage to have running lights, because when the climates come that you need to turn on the headlights anyways, they aren't necessary.
