That's how 1964 1/2 thru 1967 Mustangs lights are designed to operate.. when the headlamps are turned on the amber parking lights are turned off. That was changed sometime in 1967-68 so that the amber parking lights remain on when the headlamps are on.. It is possible to install a later model (1968) type headlight switch and wiring if you really want the parking lights to remain on when the headlamps are on however. Electrical Wiring drawings are available (to purchase) for every year mustang from almost any mustang restoration shop/website.

There is a second light switch that activates the parking lights without the key being on. It is on top of the steering column behind the steering wheel. If this switch is turned off and the lights remain on when the key is off, there is a malfunction in this circuit.

I would suspect a bad headlight and / or turnsignal switch assembly. I just ran across this problem recently with an 89 Aerostar with an Astrostart remote starter. When using the remote to lock the vehicle, the parking lights flash on and off. Something with the Astrostart was keeping the parking lights on until I shut the power off to the remote starter and from that point on the parking lights shut off fine. I don't know though what in the Astrostart is causing it. I don't know anything about remote starters. The owner is happy that his battery no longer goes dead but now he has to get help with the remote starter.

It could be a combination of two simple problems. First, check that your parking light switch on the top of your steering column is OFF, as this will keep the lights on even if the ignition switch is off. I believe this switch is necessary because your lights turn off automatically when you turn of the engine (ignition switch) Aslo, you must check your (combination tail light and brake light) rear bulbs as this could cause the break and tail lights to remain on when the car is started (ignition is on).
