Low coolant if it is ? smoking you may have cooked your motor, or the thermatic fans are shorting out get it seen to by a mechanic ASAP
Subaru 2.5 liter engine has a problem with head gaskets. If you have not had your head gaskets replaced, that is the first thing I would suspect.

I would need to know which engine is in my 2011 Subaru Outback to answer this question. Oil capacity information is in my owner's manual.
For what it cost to replace the radiator and/or repair the engine, I would stick with the stealership original Anti-Freeze coolant. Better be safe than sorry...

these had a head gasket problem - the escaping gas forces coolant out of the engine into the bottle, resulting in overheating. Replacing the radiator cap can help, but not fix, the problem - as will not accelerating hard. Also, it might be the thermostatMy '98 outback had an ongoing overheating problem. It would over heat then take the radiator cap off, and the car would be good. It was undetected by pressure testing, but in the end it was by blown head gasket that caused my car to overheat.
Classic "air bound". Start engine, leave off rad cap, turn heater all the way up, open plastic vent on opposite side of radiator, and slowly fill with coolant.
To the best of my knowledge there is no O2 relay. Why would you think one is needed?
Though it could be technically possible, it's probably not financially responsible. It would likely cost more than an automatic 1999 Subaru Outback with a rebuilt engine. The main problem would be in changing it from manual to automatic. Or, there are no automatic/manual "engine's", the engine IS separate from the transmission, this is an easy swap provided you have th skills, the wiring harness and ECU will need to be swapped as well.
