There is no Power Steering Filter on a 2002 Subaru Legacy/Outback.
The Subaru Outback fuel filter is located inside of the fuel tank. Changing the fuel filter can be very costly and time-consuming.
The filter is behind the glove box. There is a video on wikihow.com that shows replacement and it requires removal of about a half-dozen panels including the glove box.
I found no mention of a power steering filter in the owner's manual or in the service manual for Outback.

The cabin filter in a 2006 Subaru Outback is located behind the glove compartment. To access it, you need to open the glove compartment, remove the stop arm, and gently lower the compartment down. Once lowered, you can find the filter cover, which can be removed to replace the cabin filter.
