Am puzzled by the last part of the question. Does it mean the switch doesn't work at all or that you have no problems with the inside switch?

If I took the first part only and was troubleshooting the problem myself I would say that the key switch is bad in the vehicle. This can be checked by following the wires to the key switch and then locate the connector in the window compartment. Carefully close the door and jumper the leads. One will be the hot the other two the up and down. Then see if it works OK with the jumper. If so then the key switch is bad.

If the inside switch doesn't work at all the lock might be on or either switch is faulty. You need to remove the switch so you can gain access to its back. On the up down button look at the back side connections. You will find a row of 5 connectors. The 2 ends are for the light so ignore them. The 3 middle are the up down. The middle being the hot or the power lead. With a screw driver jump the middle with one of the other ones and see if the window moves. Then try the other direction. If it works the switch is bad. If it doesn't then check the lock switch and ensure it is working OK or it it stays in the off position no matter which way it is switched.

These all assume you have power coming in. Just checking!
