When the fluid is low there is not enough in the torque converter, so when you go to reverse or drive you have to rev the engine before it moves to compensate for less fluid in the torque converter.

You can try disconnecting the battery, leaving it off for 5 or more minutes. If that doesn't work, check the wire connecters on the transfer case. if you havent already, try switching when you are in neutral then putting it in reverse when it is in 2 wheel drive
