it was important because they they gave you allot of freedom. They had to ratify the constitution or they had to approve and vote on it.

The constitutional amendment does not prohibit quartering of solders! It only makes it so that if the government quarters a solder in your house, the government must pay you room and board. That came from pre-Revolutionary War days. Solders would move into people's homes. The home owner would have to feed the solders. Many people could not afford it. That amendment keeps the American government from acting like the government of King George III.
