A person might ask why when you feel you've already answered because they don't completely understand your answer. To help them comprehend, you can rephrase your answer or ask them what they need clarification on.

Why can you not ask the same question repeatedly?
If you ask the same question, you will receive a suggestion to merge the "new" question into one that already exists on the site. This prevents the site from having multiple parallel answers to questions and instead have a consolidated place for all views. The other advantage is that if someone has already asked the question you would like to ask, the answer will likely already be there.
