first off you don't want fire near the fuel pump but the answer is you might hacve bad wires fualty connection or it could be the fp relay oe possibly even a partially blown fuse If you are using a test lamp @ the connector near the fuel tank for the fuel pump, you could be on the wrong terminal. The fuel gauge sending unit will glow weak; the terminal for the fuel pump should have 12 volts, otherwise you have a blown fuse or bad relay or short in circuit.

The vehicle would stall when put in gear would be the fuel pump. The fuel pump is very weak which would explain why in neutral the vehicle starts if it gear it would have to have more gas.
