could be a couple of problems. check idle control sensor or egr valve. good luck IAC idler control valve.
If its computer controlled engine, it more than likely a dirty or bad Idle Air Control Valve.
Mine was doing that for a while. I took the Idle Air Control valve apart and cleaned it. Problem solved. Its normal for the engine to idle higher when its cold though. Once it warms up a bit the idle should settle down.

A power surge under a load is probably the transmission slipping. If its a manual transmission the pressure plate is slipping on the disc. If it is an automatic most likely it is a worn clutch pack slipping. If it surges at idle with the tranny in park the surge is usually a defective IAC (Idle Air Control) valve.
The first things to check are the air intake, the fuel pump/filter and the governor.

Yes it could....but I'd start with checking the idle air control valve, check for vacuum leaks and check the fuel pressure.
most common problem causing a surge while a car idles is the MAF-Mass Air Flow sensor is contaminated. typically this will throw a code (check engine light aka MIL)
