Try to by-pass the system. If all the fuses are good, then un-plug the the relay ( the one that's right in front of you on the top a/c line ) use a paper clip and touch combination of 2 wires at the same time. The clutch should engage. If it does, then change that relay. No freon will be let out.

Ford has never produced a Crown Victoria with a V6 engine. In 1985 Ford installed the 255 V8 and 302 V8 engines. The V6 engine wouldn't produce enough horse power for the heavy Crown Victoria.
