Why would your 95 crown Victoria ac compressor not turn on even though it has enough 134a?

Try to by-pass the system. If all the fuses are good, then un-plug the the relay ( the one that's right in front of you on the top a/c line ) use a paper clip and touch combination of 2 wires at the same time. The clutch should engage. If it does, then change that relay. No freon will be let out.
