They are entirely different systems. One does not control the other.
You have a problem in your heater core, heater control, water circulation or hoses.

it's right behind the front bumper. in front of the engine. there is no radiator cap on it. only the heater core is on the radiator.

I just had the same problem with my 95 intrepid and it was the sending unit that needed to be replaced.
Replace it.
I have a '99 Cirrus, where both the heater and A/C did not work - I ended up having to get the fan engine and rad changed out - $1500 I believe....
If it has high mileage, it could be the timing belt at fault.
You most like have a bad blower motor resister.......

I wouldn't think you could flush a heater core. you can flush a radiator. Heater core you would have to replace if it is leaking or stopped up
