Because there is high voltage present and as the cap and wires get older a certain amount of current will pass on the outside of the cap.( May be an indication of a need for wires and cap, rotor) So when your body provides a better ground, the voltage will jump thru you instead of the spark plug wires. Usually because there is a crack in it. It should be replaced.
sounds like you have moisture in the distributer next time it wont start, remove distributer cap, and using a hair dryer, dry inside distributer cap,and inside distributer

You would be shocked as well as the patient.
Check your ignition coil. You can find it by following the CENTER wire on your distributer cap. Replace that first. I would also check lead wires to distributer also they tend to chafe on the intake manifold
as to fuel, probably a pump or filter as to fire, could be the coil or distributer cap
To answer this question it would be helpful to have more information for example if your vehicle is older with high miles a worn out distributer can cause this problem

Dont touch the water!!! Water is a conductor so the water would basicly act like an exposed wire. You will be shocked!
depending on the type of distributer, it would be inside the distributer. might check the pcm if you have no spark.
some people would stay the same but i would turn really white if someone shocked me
the ignition model in the distributer is bad, could also have a bad condensor at the distributer but doubtful, the model is a little black box located in the distributer
