Actually, I am a husband. But, I can think of two probable explanations. One might be that some of the apparently endless list of settings and preferences in Outlook have somehow changed, or have been changed. The second would be that the husband is a stinker who was, in fact, the root cause of the Outlook settings and/or preferences being changed.
Versions of Outlook Express are specific to Operating systems. You may have a version not suited for your operating system. Outlook Express also gets viruses. Run your anti-virus software. Microsoft tried to correct this by going over to Hotmail. There is also a new version of Outlook Express for Windows 7.

It is used for fetching email from the main mail server. For example if you have a POP 3 account (mostly provided by ISP). Then you can directly fetch your emails to some desktop application (like outlook express, thunderbird) instead of going to any website. BTW gmail provides POP 3 service for free. .
Depends on how you'd like to export them. Do you want to back them up or do you want to convert them to some other format? Use import and export feature of the outlook express , or in simple words try to copy all the dbx file of the outlook express ( for example sent .dbx , inbox.dbx , etc )

There are several alternative methods to check one's emails without going to the website of one's email provider. These methods include Mac Mail and Microsoft Outlook.
First open the email in Microsoft Outlook, which you want to forward and then click on the "Forward" button present in the upper right hand side of the toolbar menu.
In outlook go to tools, options, email options, signatures and create the signature you wish to attach to every email you send. give that signature a name and select that signature for all out going messages.
