If the engine is running, this is normal. If the engine is turned off and the pump continues to run all the time there is a problem, possibly a faulty fuel pump relay.
I would suspect fuel pump failure.

The fuel level sensor would be located in the fuel tank.

The fuel gauge fuse on 1998 Chevy blazer is located in the front of the blazer. It is on the driver side next to the hook latch.
My first guess would be the fuel pump is at fault.
Inadequate fuel pressure. If that 2000 S10 Blazer has a 4.3 engine, it needs 61 to 66 psi (engine off with fuel pump running) to run properly.
Probably a bad fuel pump.
