Ours was on for a long time (about 3 years) on our 2000 winstar. It would idle rough at times, but came and went. Two Ford dealers could not figure out why. It finally got worse and worse until we changed the EGR valve. That got rid of the code. I have also found where some had this code and changed the bolts under the plenum (near the valves) that are near the EGR tubes in there. Again, an EGR problem, but we did not have to do this. So, either problem, it is probably an EGR problem. Usually O2 sensors and most other problems will through their own codes. Possible reasons: old fuel filter, weak fuel pump, old O2 sensor.
