Had the same thing happen on a '73 SB. It turned out (after much cussing) to be the ignition switch. Try replacing the switch with an OEM and "see" what happens!
The running lights have a bad ground.

find out if the car has a lock-up solenoid it could be that
fuse, bulbs
There is probably a reverse light switch on the transaxle that is bad or unplugged
I would check the running lights for one with a short. I had the same sort of thing with my trailer and I spent way to much time troubleshooting the brake and signal wires. Turns out a running light bulb connector was grounding out on the trailer and messing it all up.
the daytime running lites go out when you put the trans in park. they also go out when you depress the parking brake. i would start looking there.
brake light switch would be most common cause
Pull out slightly on the headlight switch. If the fog lights do not respond you need to replace the switch.
There is a fuse for these lights. I would highly recommend not doing this as it is illegal.
