The sounds which tyres make rolling over the ground depend upon upon many factors. Of most importance are the depth of tread, the pattern of the tread, the pressure of air in the tyre, the speed of the car and the type of road surface. Car designers try to stop the sounds reaching the passengers. They are more successful in more expensive cars.

Should the best tires go on the front of your vehicle?

It is recommended that all four tires on your vehicle be equal to one another, to avoid an uneven setting of tires. Really, it mostly depends on your definition of 'best'. If the 'best' tires are the more inflated tires, then you shouldn't put them on your vehicle at all. Usually, the better tires should go on the back of the vehicle (the two rear tires). However, if the better tires are vastly better than the other tires, then do not put them on your vehicle, because it would cause unbalancing in the vehicle, and other issues.

Why are tires wearing out on the inside?

I'm assuming your talking about a vehicle or possibly trailor tires.. Case being, Tires that wear on the inside have a negative camber and tires that wear on the outside have a positive camber. If you would notice a lowered car. 9 times out of 10 the tires are leaning in towards the vehicle. That would be your negative camber only a camber kit would resolve. As for positive camber almost the same scenario. Check tie-rods and control arms. If you don't see anything wrong and didn't adjust anything. I'd get it to a shop and have it looked at. If we're talking about a trailer with no weight on it. It is possible for this to happen due to heavier suspension and no weight to balance it.

Partial hydroplaning of the vehicle starts at around what speed?

Loud tires are the result of larger tires. If you are running snow or mud tires on the highway, the lugs are bigger and spaced farther apart making a loud hum.
