well apart from the fact that they are different colours they have the same light filter (cyan) but to make them different they have different colour pigments to make up that colour (blue or green).
You can't see it because a blue filter only lets blue light in, and red is made up of just red light, no blue, so none passes through (or it gets reflected, can't remember which)

Blue is a primary light colour so it exists all the time. You cannot make it from any other colour. Shine a bright white light through a prism or look at a rainbow, you can see the "blue" part of the visible spectrum. Shine a light through a "blue" filter you can see the blue colour on a substrate. Between 400 and 500 nano meters frequency is where blue can be found
