i have to assume you're running this under wine, wine isn't perfect. it does a pretty good job, but it's never going to be able to run everything exactly right. so you'd expect it to not work for some programs.
One can find an expert in Windows programming through online programmer websites such as CodeGuru Forums and INTJ Forum. One can also find Windows programming experts working at colleges and technical schools.

You can try out the official Microsoft help forums. However, now would be the time to upgrade to at least Windows 7. Windows XP will be obsolete in 2014 and will have no support.
Online forums is going to be your best resource when looking for information about the INETPUB file in the Windows operating system. Forums such as those at Microsoft and Stack Overflow, all feature information on the INETPUB file.
Do you have a filter applied? Check on the Steam Forums and you may need to delete and reload one of you dll's
