Grey Walter, a roboticist, wrote that for an autonomous device to have a fair imitation of intelligence, it must posses certain attributes such as exploration, curiosity, foresight, etc, which is currently beyond our capabilities. So to answer your question, artificial intelligence could be created if you could give an autonomous device the full thought process of a living creature, if that even is at all possible.
