I would think so. I bought a used 06 TJ X that has 16 inch Rubicon wheels and have no problems. It has 245/75/16 which puts the overall diameter at about 30.5 - 31 inches. According to the Garmin, the speedometer is off a little at all speeds. I only really watch it above 50 as from that point on it's showing about 5mph less than what I'm doing, i.e. 45-48ish, 50-55, 60-65. I have but don't generally run above 65 mph because of gas yardage.

However, many 15" wheels will require grinding of the calipers or will not fit at all due to the larger brakes of '07- newer Wranglers.
