NO. They are goinf to scrub when you turn the wheels unless you do some serious modifications to the wheel openings to give the wheels more room., and I don't know if you will get enough room even then.
NO i have a 1992 crown vic with 22's and they rub when i turn. You'll definetly need atleast a 3'' lift or better.

yes i have 22s on mine and it fits just fine, so you will have plenty of clearance on 20s thats actually a more comfy ride also as i had 20s before the 22s. hope that helps.
