Afghgan President Karzai's statement about the agreement-"This strategic partnership is not directed against any country. This strategic partnership is to support Afghanistan." He also stated that "Pakistan is our twin brother, India is a great friend. The agreement we signed with our friend will not affect our brother." He also added that "However, our engagement with Islamabad has unfortunately not yet yielded the result that we want."

Afghanistan knows that Pak's self interest lies in seeing Taliban return to power which will act as a puppet govt for Pak army. This is not good for both India and Afghanistan. This is what brings both of them together. India is also developing Chabbar port in Iran so that Afghan's dependence on Pakistan for sea conectivity gets reduced. If we understand the nuances in Karzai's statement-we may have blood ties with a brother and have things in common with him than any body elso but a brother could do more harm than a stranger but a friend will always help. This is the same reason why Afghan's people approval for New Delhi is more than for Islamabad.

The relationship between Afgh and Pak is so bad that this agreement would not add more negative repercussions on Afgh-Pak relations. Also the agreement only mentions capacity building of ANSF(Afghan army) and its training but not direct involvement of Indian troops. And India only wants peace with its neighbours so that it can reach its vision of growth. This attitude of India is seen in recent years when it restrained it self after provocations from Pak based terrorist orgs(26/11 and recent LoC incidents).
