NTSC is the North American television standard, one of three used worldwide. The others are PAL and SECAM. Most countries use one standard exclusively so trying to display content of another standard can be a problem.
The Middle East uses several standards within the region and therefore much of the equipment is capable of receiving and displaying any of the standards. Using NTSC material is possible depending on the equipment. However, regional coding on DVDs and other material can sometimes prevent the display of some content.
The only definite answer to the question is to try it and see. You may well be lucky but don't be too disappointed if it doesn't work as you hope.
