It depends upon the charge, and upon legal standards being satisfactorily met. For Pennsylvania tends to respect, and cooperate with, the other states within the United States of America - particularly those in the surrounding area - on extradition requests. For such requests tend to be made in regard to the serious, felony charges. But neither Pennsylvania nor any one of the other states makes the decisions if a country other than the U.S. becomes involved. For involvement of a country other than the U.S. automatically falls within the scope of the responsibilities of the federal government.
