Skype requires a broadband connection and many dongles do not have the same bandwidth available. You may be able to have a conversation on Skype but probably not video.
You need to be aware that many service providers specifically exclude VOIP (Voice Over internet Protocol) connections on the dongle based services when not connected to the home hub, some actively reduce your download to the point where conversation is not possible and further connections are extremely slow, read the contract and ask specifically if you are permitted VOIP connections using the dongle only.
