The animated people pictures can be put onto your bio page on WikiAnswers if the animated people picture is on a picture hosting site, and you have copied the exact URL of that picture from the picture sharing/hosting site and pasted it into your bio page and pressed save.
You must first make sure that the picture is an animated picture (from Animation Factory, select Google pictures, etc.). Then you just insert the picture regularly like any other picture. Go to the Insert tab, and insert a picture. Select the file that is your animated picture and it should insert. If you have any problems, then you might need to change the format of the picture.
To make animated pictures/photographs for bebo you need to download 'easy gif animator'. Load your pictures into the animator Save it as a GIF file and upload the new picture to bebo

Sadly, you can't. Google does not yet support animated pictures. If you upload an animated picture, it only displays the first slide.
